In order to ensure that every new ISO Standard is a globally relevant document, which has the support of the community and is developed in an open and transparent manner, the development process is clearly defined. The different stages of the development of a standard are:

New Project
ISO sends out a ballot on a New Project to its members for a 3 month voting period.

Working Draft
After approval of the new project it is recommended that the Working Group (WG) should produce a first Working Draft (WD) within 6 month. The Working draft is sent out to all WG-experts for comments.

Committee Draft
The Working Group with its different experts meets to discuss, debate and argue the comments of the Working Draft until they reach consensus on a Committee Draft (CD). In between meetings, the experts continue the standards' development work by correspondence. Twelve months after the approval of the project, it is recommended that a Committee draft should be available. The Committee Draft is sent out to the ISO National member bodies for comments and voting, as well as to the participating D-liaison organizations for comments. The time required for members to comment and vote on a Committee Draft is 3 months. The Working Group experts considers all comments of the Working Group members in detail and, if necessary, further drafting is undertaken until there is an agreement to accept the document as a Draft International Standard (DIS).

Draft International Standard

This document is then circulated as a Draft International Standard (DIS) to ISO's membership as a whole for a 5-month voting and commenting period. The DIS should be available within 24 months after the approval of the project. Many ISO members have public review procedures for making draft standards known and available to interested parties within their countries. The ISO members then take account of any feedback they receive in formulating their position on the draft standard.

Final Draft International Standard

If the voting of the DIS is in favour, the document, with eventual modifications, is circulated to the ISO members for final approval as a Final Draft International Standard (FDIS). The voting period of an FDIS is 2 months and it is only for yes/no/abstention vote. The FDIS should be available 33 months after the approval of the new project.

The published Standard
If the vote on the FDIS is positive, the document is then published as an International Standard.
